(Ah, yes! A very comprehensive causeway proposal, indeed. This was a nifty pun, that required a fun run through the memory banks. You had to think of an alternative to “detailed”, and not to “explanation”, while bearing in mind that they were talking about a toll road. Very clever.
No new clue words today. Our friend, ralis95, can take a break today. Three of the jumbles came up as new, with “pragh” having been used before. Beautifully cryptic answer letter layout! Nothing obvious about it. And, I’m sure a few of you struggled some to come up with the answer.
Great municipal cartoon. They usually make it sound like toll roads will be free, after a certain amount of time. But, I can’t think of a free road that started out as a toll road. Can you? Be well and do good, friends.) — YUR

The final answer took me more time than usual, but I got it, finding FARE before THOROUGH. BABOON caused me a very brief delay, as I didn’t recognize it as an old word, though I’m sure you’re right. Tough daily puzzle again today. The guys are on a mean run here. But pretty soon this too shall pass, and we’ll go back to CAN DO puzzles.
Actually I know of two toll roads, both in Connecticut, that collected tolls and then became free, both heading from the New Haven area towards NYC, paralleling one another, a few miles apart. I-95, aka the Connecticut Turnpike, and the Merritt Parkway. They dropped tolls in the 1980s, I believe, probably partly because it was snarling traffic. But it is rare for tolls to be eliminated, you’re right.
Illinois has kept adding on to its tollway system in the Chicago burbs and widening and repairing it at a furious rate to keep collecting increasing tolls, even though they promised when they started that the tolls would be eliminated when the initial bonds were paid off. NOPE! LIARS!! //what?? in Illinois??? Lying gubmint officials???? Noooooo.
