Cryptoquote Spoiler(?) 06/21/17

(Okay!  Now, THIS is a formal request for help!  I’m looking at today’s Cryptoquote, but I simply cannot get started.  With the question marks, I wrote down WHO, WHAT, WHEN WHERE, and WHY, but the first four can’t possibly be the first word.  So, WHY, HOW, ARE , ONE, and CAN come to mind, but I can’t seem to make any of them work with the rest of the quote.  Art and hal are usually my go to guys with tough Cryptoquotes, but I will accept hints from anyone!  Many thanks.)   —   YUR
