Clue/Question:  He wasn’t sure how much sandpaper he’d need, but he had a – – –

Answer:  ROUGH ESTIMATE

(Initially, a gritty pun.  But after a while it takes on its own smooth polish.  Don’t you think?  All the clue words were familiar old friends.  Two of the jumbles appear to be new, with “faret” and “mostoh” having been used before.  I didn’t have to juggle the jumbles too much to come up with the clue words.

The answer letter layout was a sophisticated jumble.  Nothing obvious there.  The clue/question set up the the answer completely, for me.

I could say today’s cartoon was a workmanlike effort, but that would be selling our guy a little short.  Drawing something as ordinary as sandpaper must have presented quite a challenge!  Be well and do good, friends.)   —   YUR
