(You’d think by now I’d be a little keener to “He who” quotes, but I struggled mightily on this cipher! I tried AN, AS, AT, IF, IN, IT, and ON. I guess I was close with WE, but I couldn’t make a W fit in certain other words. And, RABBITS never jumped out at me. LOL! I was thinking BIGGEST or FULLEST. Ugh! So, I Googled “common two letter words”. I gave TO a quick try, thinking TO ITS, but quickly abandoned that. Finally, I saw HE and then I could see the H in WHO! Which helped me to see TWO. I should do the Cryptoquote before the Celebrity Cipher, because that is generally pretty easy, and I get a little cocky! Also, I can’t be certain, but this quote seems a little familiar to me.
