Answer:  ADMINISTER IT

(Holy . . . mackerel!  This one took some divine intervention to get.  Not really, but I did have to skip over the final answer for a while.  I went and solved the Cryptoquote, and then came back to this.  I was resolved that the second word was IT, but it wasn’t until I started checking off a few letters that I saw the MINISTER portion, which led me to ADMINISTER.

All of the clue words are already on the ralis95 clue word database.  However, all of the jumbles have come up as new, for me.  It took me a few looks to see “snitch”.  I saw the others immediately though.  The answer letter layout was a terrific twelve letter jumble.  It’s cryptic nature had me guessing for a good while.
