This thought is not only applied in the USA but also in our countries (South America). It is very usual that the Laws do not fulfill their mission to punish criminals. Lawyers always find a way out to declare them innocent. Greetings Yur. Very good video.
It does sound odd. The online AZQuotes has one word different, “and then *a* few that punish them,” which seems a bit more natural. Artist Tucker must have been a real law-and-order guy.
