(It’s hard to say which Lord Erskine said this, as Wikipedia has at least six of them.  But, most likely this came from Thomas Erskine, of the later 18th – early 19th Century.  He seems to be the most political of the bunch.   The first part was easy, but then the solve got harder!  Be well and do good, friends.)   —   YUR
