Excellent question, UR; I wondered the same thing! According to Bartleby.com, Santayana’s attribution dates to 1905, and Buchan’s to 1923 … that makes almost 20 years in which Buchan could have heard or read Santayana’s most famous aphorism.

Without knowing the dates, I kinda had the same feeling, hal. I saw that George was born about 20 years earlier, but without digging deeper, I didn’t know which one became prominent – and more quotable – sooner. Thanks, for doing my dirty work!
