Not really sure what he means by this. Once you are successful, you stop being conceited (because you have already achieved success)?
The meaning is fairly opaque, and probably much as VJ surmises: conceit is a vanity of unaccomplished persons, not needed in people who are successful. I suspect this is extracted from one of Disraeli’s (early) novels and not from his political writings.
