Answer:  REEKING HAVOC

(THIS must be THE definition of a “stinky pun”!!!  Excellent!  No new clue words, but three of the jumbles came up as new.  We’ve had “lonev” sometime in the past.  It took a couple of looks for me to get bot “grouch” and “caviar”.  The answer letter layout was a wonderful jumble.  Nothing obvious there.  And, of course the cartoon was VERY descriptive.  The place is so foul that the rats are running away!  Be well and do good, friends.)   —   YUR
