(I guess then at least one of us would be happy! The trouble with quotations like this is there needs to be context. The quote itself is all over the place, but there is no context. He was a German statesman, so he must have been referring appeasement to a more powerful state. The United States? The Soviet Union? Simple search engine queries got me nowhere.
