Definitely not referring to a mug of on-tap suds! I suspect The Time Machine’s creator H.G. Wells was talking about first version of an author’s book, and was bemoaning the passion of editors who took the “edge” out of his daring sci fi. To be sure, however, I had to ponder over the final word, DRAFT.
