(The suspicious investigative side of me sees this as a possible message . . . to someone.  Oooh!  The two characters look like they were drawn by two different artists.  Not so surprising, knowing that two guys are responsible for the jumble.  But, it seems to be a pretty specific jewelry store and there’s a funky looking designed thing holding the We’re OPEN/Sorry We’re CLOSED sign.  Somebody call Homeland Security!) — ;~) YUR
